The Environment Agency payouts caused outrage last night after the devastation over Christmas when defences failed adequately to protect homes and businesses.

The storms of December 2015 dumped record amounts of rain on parts of the North of England and caused widespread flooding to more than 20,000 properties.

Even now, after more than eight months, some families are not back in their homes and roads that collapsed during the deluge are still closed.
