Lib Dem wants to make Network Rail subject to FOI laws

The Telegraph report:

Lord McNally, Liberal Democrat justice minister, wants to make the rail operator, which is owned by the taxpayer, subject to Freedom of Information (FOI) laws. He submitted proposals to other ministers in the Coalition in a so-called “write-around” two weeks ago.

Lord McNally said he was also considering including water companies in the plans, to make them more democratically accountable.

The plans had been held up by nervousness in Whitehall that, by making Network Rail, which is a private company limited by guarantee, subject to FOI laws it would make the organisation a state body.
