A SECRET report into allegations of sexual harassment against Plymouth University’s former chairman of governors may never be made public after The Herald’s latest legal challenge was denied.

Last year Judge William Taylor resigned from the role, claiming speculation about the accusations, lodged by former vice-chancellor Wendy Purcell, was becoming a distraction.
