A Tory pledge to send more knife offenders to jail has failed as just one in five people caught with a blade end up behind bars.

In their election manifesto in 2010 the Conservatives vowed that people caught with a knife should expect to be sent to prison.

But four years on, figures reveal the numbers being jailed actually fell – despite the party promising to send an ­“unambiguous message” to crack down on knife possession.
