The Birmingham Mail report:

Some hapless learners have failed their driving test more than 21 times in Birmingham.

And almost 900 have made up to 15 attempts – sparking fears that some motorists who finally passed are not safe on the city’s roads.

Statistics released under the Freedom of Information Act to the Birmingham Mail show a shocking 105 had between 16 – 20 attempts, while 23 learners failed an incredible 21 times or more.
