Controversial police commissioners are taking top cops off crime-fighting duties to do their back-office work, despite complaining that Government cuts to forces are leaving the public at risk.

A Mail on Sunday investigation has discovered that more than 20 high-ranking officers – including chief inspectors and superintendents – are now working behind the scenes for their local Police and Crime Commissioners, instead of keeping the streets safe for their forces.
